On Thursday (11th), one of the most influential political lobbies saw significant progress in the Chamber of Deputies, which approved the PEC of Amnesty (Constitutional Amendment Proposal) in both rounds of voting—344 votes to 89 in the first round and 338 votes to 83 in the second.

Supported by Lula’s PT and Bolsonaro’s PL, the proposal repeals the requirement for election funds to be distributed to black candidates in proportion to their numbers. In 2022, blacks and browns made up 50.27% of candidates. The amendment also grants pardons for irregularities and introduces a perpetual refinancing program for the debts of the 29 current political parties.

The PEC now moves to the Senate. As a constitutional amendment, it will be promulgated directly if approved by the senators, bypassing the need for presidential veto or sanction. The PEC seeks to overturn the Supreme Court (STF) ruling that has mandated since 2020 that parties distribute the campaign fund proportionally between white and black (black and brown) candidates.
In the 2022 election, blacks and browns were supposed to receive 50% of the R$ 5 billion ($915 million) campaign fund, a directive largely ignored by the parties. The newly approved proposal stipulates several recent modifications, many made on Thursday.
