RICHMOND, Va. — The Virginia State Conference of the NAACP (Virginia NAACP) has announced its legislative priorities for the 2025 session of the Virginia General Assembly. The organization outlined its goals during a virtual press conference held on Monday, Jan. 6.

Virginia NAACP leaders highlighted key legislative areas they plan to support and oppose, emphasizing their commitment to equity and justice for all Virginians.

“Our agenda is centered on advancing equity and justice for all Virginians. We look forward to working together to create a more inclusive future,” said Gaylene Kanoyton, Chair of the Virginia NAACP Political Action Committee. “The Virginia NAACP remains committed to advancing justice and equity across all sectors, ensuring that the voices of marginalized communities are heard and prioritized in the legislative process.”

2025 Legislative Priorities

Education: The Virginia NAACP aims to uphold the highest standards of learning, safety, and equity in public schools. A key focus will be on protecting student rights and freedom of speech on college and university campuses.

Environmental and Climate Justice: The organization plans to advocate for clean car standards, zero-emissions policies, and the elimination of climate racism. Efforts will include promoting corporate responsibility and transitioning to a clean energy economy through research, education, and strategies aligned with the NAACP Center for Environmental Climate Justice.

Healthcare: Addressing racial and ethnic disparities in healthcare remains a priority. According to the Virginia NAACP, these inequities undermine communities of color, limiting their opportunities and contributions to society.

Housing: The organization intends to support legislation promoting housing stability, affordability, and anti-discrimination measures.

Race and Justice: Advocating for fairer criminal justice policies, reducing racial disparities in the juvenile justice system, enhancing gun safety laws, and investing in community-based violence prevention and mental health services are central to their efforts.

Workforce, Labor, and Economic Empowerment: The NAACP supports initiatives to improve financial literacy, job training, asset-building, and livable wages, while ensuring affordable housing for underserved communities.

Voting Rights and Political Representation: The organization will push for policies that enhance voter access and participation across the state.

Commitment to the Black Community

“The Virginia NAACP will tackle issues that impact the Black community, including economic opportunity, education, and criminal justice reform,” said the organization. “Our work continues to ensure civil rights and social justice for all. Virginia cannot truly progress until all Virginians have equal and equitable access, and this can only be done by keeping Black people at the top of every agenda.
