SB24-053: Colorado to Evaluate Racial Equity for Black Residents

Colorado has taken a significant step toward addressing historical and systemic racism by establishing the Black Coloradan Racial Equity Commission. Created under SB24-053, the commission will conduct a comprehensive study to assess the historical and ongoing impacts of slavery and systemic racism on Black Coloradans. This effort will analyze how Colorado’s state practices, systems, and policies may have contributed to these disparities, and it aims to provide actionable recommendations.

The study consists of two major components:

  1. Historical Research by History Colorado:
    The state’s historical society, widely recognized as History Colorado, will undertake a detailed historical analysis. To ensure accuracy and depth, History Colorado may partner with a third-party entity for certain aspects of the research. Additionally, at least two public engagement sessions will be held to gather community input. The society will provide quarterly updates on its progress to the commission and deliver a final report detailing its findings and recommendations.
  2. Economic Analysis:
    Using History Colorado’s historical findings, the commission will collaborate with a third-party entity to conduct an economic analysis. This analysis will evaluate the financial toll of systemic racism on historically impacted Black Coloradans. The results of this analysis will also be shared with the commission.

Final Report and Implementation:
After the study concludes, the commission will present a report to the Colorado General Assembly and the Governor. This report will be accessible on a public webpage of the General Assembly’s website and will include:

  • The study’s objectives
  • Results from the historical and economic analyses
  • Recommendations for addressing racial equity

Once the report is submitted, the commission will coordinate with relevant parties to implement its recommendations.

Funding Requirements:
The study hinges on the commission securing $785,000 through gifts, grants, or donations. To facilitate this, the bill establishes the Black Coloradan Racial Equity Study Cash Fund. This fund will hold contributions, which are continuously appropriated to the legislative council for use by the commission and History Colorado.

SB24-053 highlights Colorado’s commitment to acknowledging and addressing the systemic challenges faced by Black residents, ensuring a path toward greater equity and inclusion. Source: Colorado General Assembly
